Position Overview:

As our Security Manager this position will provide day to day security oversight for the BWXT NOGJ facility in Jonesborough Tennessee. This position will report to the NOGJ General Manager in Jonesborough. The position will apply expertise to develop, administer and maintain a government compliant industrial security program under the cognizance of one or more government oversight agencies, will be responsible for physical, facility and personnel security. This position will be required to perform duties in alignment with applicable corporate and local policies, directives, and processes and will work in conjunction with the corporate security team.

Your Day to Day as a Security Manager:

• Manage NOGJ security functions including but not limited to: facility security, personnel security, physical security, document control for security related documentation, personnel security clearance processing, facilitation of incoming and outgoing visits, security inspections and other industrial security related tasks

• Advise all levels of personnel in the resolution of operational problems based on specific goals, Company policy and meeting established schedules

• Maintain liaison with appropriate local, state, federal, and military law enforcement and intelligence agencies

• Provide security oversight and management support role related to recognize potential threats and recommend/implement appropriate countermeasures

• Provide security risk management studies and analysis to executive management

• Manage allocation and integration of security resources to meet commitments and objectives

• Submit and administer operational budgets and schedules

• Provide input to Capital Acquisition Plan for plant protection equipment

• Serve as Capital Program Manager for the installation of plant protection and industrial security equipment

• Participate in briefings and technical meetings for internal and external representatives concerning specific and/or organizational projects or operations

• Establish security policies and procedures in accordance with the National Industrial Security Program (NISP), Risk Based Performance Standards, corporate policies and customer requirements.

• Establish and maintain Contract Security Classification Specification (DD Form 254) for classified subcontracts with coordination and support from Contracts and Program Management.

• Ensure security compliance with all aspects of DOD, DOE, Department of Homeland Security (DHS) Chemical Facility Anti-Terrorism Standards (CFATS) attaining at least a Satisfactory on annual DHS inspections.

• Establish and maintain recurring training and program security compliance deliverables.

• Interfaces with contract security officers and ensures statement of work is adhered to.

• Assignments in support of company goals and department objectives, including but not limited to, support for emergency preparedness, response, disaster recovery, and business continuity planning.

Required Qualifications:

Requires a Bachelor's degree in an appropriate discipline and five (5) years of directly related experience and knowledge of the following:

• User agency security requirements (DOD and/or DOE)

• The National Industrial Security Program Operating Manual (NISPOM)

• Local, state, and federal regulations and standards affecting security, and the ability to interpret and apply them correctly

• Administrative principles and methods, including budget planning, goal setting, program development and implementation, and employee management

• Use and capability of equipment, supplies and apparatus related to security

• Problem solving and conflict resolution

• Capabilities, limitations, characteristics, and uses of computer information and various software application programs

• Security rules, policies, and procedures

• Working knowledge of the National Industrial Security System (NISS) and Defense Information System for Security (DISS) portals is a plus.

• General familiarity with Intelligence Community Directives (ICDs), Risk Management Framework (RMF ), and other relevant industrial security policy documents.

• Communicate effectively, orally and in writing with all levels of management and individual contributors.

• Ability to analyze complex security problems and provide focused solutions to accomplish program objectives.

• Ability to work effectively in a team environment and with all levels of personnel (internally and externally)

• Must be eligible to obtain and maintain a DOD or DOE Security Clearance as required by the facility or current contracts. Position may require the ability to satisfy enhanced personnel security requirements (as applicable).

• Willing to travel (local and CONUS) up to 10% of the time.

Pay: $$98,000.00 - $$154,000.00

The base salary range for this position in Tennessee (US-TN) at the start of employment is expected to be between $$98,000.00 and $$154,000.00 per year. However, the base salary offered is based on local job market factors, and may vary further depending on factors specific to the selected job candidate, such as job-related knowledge, skills, experience, and other objective business considerations. Subject to these considerations, the total compensation package for this position may also include other elements, such as an annual cash incentive in addition to a full range of medical, retirement, and/or other benefits. Details of participation in these benefit plans will be provided at such time the selected job candidate receives an offer of employment. If hired, the selected job candidate will be employed 'at-will,’ unless employed at a location and in a position subject to a collective bargaining agreement. The company further reserves the right to modify base salary (as well as any other discretionary payment, compensation or benefit program) at any time, including for reasons related to individual performance, company or individual department/team performance, and other market factors.
