Job Summary

Under the general direction of the SSM III, Pay, Benefits, and Staff Management Branch Manager, the SSM II (Supervisory), Cal OES Health and Safety Officer leads the direction, planning, and policy development of the Wellness & Disability Unit (WDU) and the execution, oversight, and continuous improvement of a comprehensive employee health and safety program.

The SSM II (Supervisory), Cal OES Health and Safety Officer exercises independent judgment and has decision-making authority in identifying, assessing, and mitigating workplace hazards; developing, implementing, and enforcing safety policies and procedures; and responding to incidents, inspections, and/or regulatory findings. The incumbent has the authority to escalate safety issues to executive leadership as necessary to protect personnel and ensure compliance.

Effective January 1, 2026, the California Department of Human Resources (CalHR) will change the classification name of Staff Service Manager II to Supervisor II. Working Conditions

Hybrid Telework : This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

Conflict of Interest (COI) : This position is designated under the Conflict of Interest Code and is required to complete Form 700 within 30 days of appointment. Failure to comply with the Conflict of Interest Code requirements may void the appointment.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Comprehensive knowledge of the Department of Industrial Relations, Division of Occupational Safety and Health (Cal/OSHA), California Labor Code, and all applicable health and safety regulations.
  • Hands-on experience conducting field safety evaluations, facility inspections, and job hazard analyses in various environments, including office, field, and emergency response settings.
  • Highly organized, with the ability to prioritize tasks, manage multiple projects simultaneously, and meet critical deadlines under pressure.
  • Ability to use good judgement and make sound decisions.
  • Commitment to the highest ethical standards of confidentiality.
  • Proficiency in researching, interpreting, and applying state and federal laws, rules, and regulations related to employee health, wellness, and safety.
  • Strong ability to develop and implement health and safety policies, procedures, and training materials tailored to diverse and dynamic operational needs.
  • Excellent communication and presentation skills, with experience preparing clear, concise reports, delivering impactful presentations, and engaging effectively with diverse internal and external stakeholders, including executive leadership, legal counsel, and regulatory agencies.
  • Proven ability to foster a positive safety culture, build effective partnerships across departments, and influence health and safety-related behavior at all organizational levels.
